UNDP and Open Data Kosovo initiated a partnership that started with one but lead to the opening of procurement databases of five municipalities in Kosovo. The initiative was also supported by the Canadian Fund for Local Initiatives. The databases which local governments opened went 3-5 years back providing deep insights into local government spending and open access to over 10,000 public tenders.
The cleaning and visualization of data was done in each municipality with engagement of the local developers community who underwent digital capacity building. In addition to visualizations and mapping, the tech activists have also developed algorithms which automatically detect suspicious tenders, based on red flags developed by the World Bank, and some have been developed in coordination with an expert group.Open Article
